After the deadline was missed for the second time by England, I looked at the board set up and determined that the units which should be disbanded are the ones not on the final English supply center. Please excuse the late update.

This brings us to the Spring 1905 ORDER Phase. The deadline for orders is at 10:00 PM EST / 2:00 AM UTC on Wednesday, April 3rd.

I believe this was a fair decision, which if anything benefits the player.

Actually twas just thinking earlier about what a GM should do in that scenario, and my thought would have been, a random GM selection using a D4 just like a Dungeons and Dragons table game for certain rolls.

If anything this should advantage the player.

Obvious question is does this trigger the eviction of the player from the Game?

(Don't believe this was clearly defined, but naturally going through an attempted recruitment of a replacement player process is warranted when it appears that although the player might have given up on the game, there are likely to be very few replacement players willing to take on England looking at the current map).

Therefore, although I am sure you have sent a PM to the player in question, I would humbly suggest that unless that instead of an automatic eviction we move to an automatic HOLD, rather than attempt a replacement player?

Would hate a technicality to be a hiccup, since after all every Diplomacy Game I have played on Atlas frequently runs into various formal or informal dropouts.

Thoughts rest of Atlas Diplomacy Nation?
The rule I had written about this simply stated that the second time it occurred, an all-HOLD order would be issued. This being a build/disband turn meant I had to do something a bit different. I did consider using my trusty d4 but I thought leaving the last center with the last unit was the more likely and more appropriate choice so I went with that. I think I will use dice if the situation is less evident in the future.

I also said at the end of the same rule that if it were feasible a replacement might be found. IBNU has of course said he tried to find a substitute and it was not successful, and I imagine it would even less successful if I were to attempt the same, so I think we will simply carry on. If more deadlines are missed then more HOLDs or randomized actions will be taken, no fuss no muss for anyone.

The GM's decision on England's removals appears to be in accord with the closest situation in the Rules of Diplomacy (https://www.hasbro.com/common/instruct/diplomacy.pdf).  In the section on Civil Disorder, it says: "If a country in civil disorder has to remove units, the units farthest from the country are removed first."  Keeping the unit in the last home supply center is certainly within the spirit of this rule.

Although our interactions were infrequent, both because of extreme geographical dislocation between our two empires, as well as the fact that by the time I entered the game your forces had been reduced to a rump of the Russian Empire, there were a couple times where your actions were pivotal in impacting the course of European History.
