Should employers be required to pay casual employees higher rates on certain days, like weekends and public holidays?

So, for example, someone working in retail might normally make $7.50 an hour, but if they work on Christmas Day they would get $15/hour.

Not legally required, no. This kind of stuff is what trade unions are good for. Different groups of people, different companies and different sectors will have differing structures as to what would be reasonable wages.

As a general example, most young people would tend to value their friday and saturday nights the highest, whereas those who have families probably value Sundays and Saturdays higher. In some sectors night-work will be hell and in some it will be peaceful, etc.

I vote never, but the individual companies probably should. 

I get a 5% bonus for 7 of my 8 hours a day because I work nights.  Weekend gets you nothing.  We also get every Federal Holiday off (or a different day in that week because somebody has to work the holiday as we are a 24/7/365 shop...you don't get paid extra for work on the holiday, you just get a different day off), but have to work, for example, the Friday after Thanksgiving.

They should be required to pay much higher every day - minimum wage should be around $15/hour.   Wages should be required to be higher by 1.5 times on weekends, and double-time for all holidays.

Up to the corporation o/c. My company gives everyone the day off Easter, Thanksgiving and Christmas. For the other holidays we get paid time and a half and we can use those days as personal days throughout the year if we wish.
