More interesting might be to look for the strongest >1000 votes McCain precinct. One such precinct in St. Tammany's Parish was 89.83% McCain.

Wyoming has a surprisingly good site.

I've found an >87% McCain precinct with over 700 votes in Campbell County.

I'm pretty sure I can state what McCain's best precinct in Minnesota was (except for maybe some unanimous barely any votes cast ones):

 PRECINCT: PRINSBURG
 US PRESIDENT & VICE PRESIDENT   Totals   Pct     Graph
Republican    JOHN MCCAIN AND SARAH PALIN    307   91.10   
Democratic-Farmer-Labor    BARACK OBAMA AND JOE BIDEN    30   8.90

The best for Obama appears to be Minneapolis W-5 P-7

Republican    JOHN MCCAIN AND SARAH PALIN    37   3.38   
Democratic-Farmer-Labor    BARACK OBAMA AND JOE BIDEN    1052   96.07

Usually the Red Lake Reservation precincts in Beltrami county are the strongest for Democrats statewide, but Obama pulled in around 92% on all of them. There were four other stronger precincts in Minneapolis, all located in heavily black areas of north Minneapolis of course.
