Obama got 100% in quite a few Chicago precincts. Some I found that had >500 votes, all for Obama, were:
Ward 34, Pct 57(563 votes)
Ward 24, Pct 35 (551 votes)
Ward 34, Pct 60 (527 votes)
Ward 34, Pct 8 (525 votes)
Ward 6, Pct 12 (504 votes)

There may be more, I only looked through the >99% Obama wards. Obama got over 99% in six entire Wards, all of which had tens of thousands of votes.

The 34th ward was Obama's best, where he received 28,496 votes out of 28,670, or 99.39%.



Some Washington, DC precincts were over 99.5%, which is impressive because the precincts are quite large:

Precinct 101
1,219 Obama
3 McCain
2 Other

Precinct 117
1,209 Obama
4 McCain
1 Other

Precinct 125
2,878 Obama
9 McCain
4 Other



Obama hit 100% in 18 New Orleans precincts, the largest of which had 260 votes.



In New York City:

Obama's best Manhattan precinct voted 99.64% Obama (560 votes)

Obama hit 100% in 11 Bronx precincts, though several are quite small. The largest had 268 votes.

There were 17 precincts at 100% in Queens, but most are small. There is, however, a 520 vote precinct that was 100% Obama.

Finally, Brooklyn had 23 precincts at 100% Obama, but again, most are small. Only five had over 100 votes. The largest had 420 votes.



Atlanta/Fulton County's largest 100% precinct had 206 votes.



I'm sure there are more 100% Obama precincts in black neighborhoods across America, but the Atlas doesn't have data for some cities that may have contenders for largest 100% precinct, such as Detroit and Baltimore.

Milwaukee had a precinct where Obama got 801 out of 802 votes.

Buffalo had a 157 vote precinct at 100%.
