Kiryas Joel is in Orange County. He's pointing to Monsey, which is also a Hasidic colony (or maybe it's Kaser, they're next to one another).

The voting district that contains Kiryas Joel was actually only 64% McCain, but it also contains a ton of other areas in Monroe Town. (Total population of the voting district is 33,280, which I think makes it the biggest voting district by far in NY. Edit: No, one of the Troy voting districts is even bigger.)

There's a 97.6% McCain (322-8) precinct in Borough Park, in Brooklyn (AD48-022).
