English language coverage of Germany's 1994 election; the actual coverage comes from Deutsche Welle but was rehosted over CSPAN 2

The 1994 election was relatively dull in retrospect; it gave Kohl and his CDU-FDP one last heave in power but since they only had a 4-seat majority (341 seats vs. 337 for SPD-Green-PDS), the next four years were primarily stagnation that set up Schröder for his 1998 win.

The most notable results of this election were the large gains by the Greens, along with their increasing openness to a coaltion with the SPD, as well as the consolidation of some former-DDR voters to the PDS.

It is interesting to hear them discuss the possibility of a grand coalition between the CDU and SPD, or alternatively an early election. Of course we all know that the government managed to hold themselves together through the entire term. The FDP was also worried about getting kicked out of power because of several catastrophic losses in state elections in the preceeding year; they even put Kohl's face on their campaign plakets to remind voters that they are necessary to keep Kohl in power.

The program does talk about the Kohl government's post-election plans, which include (paraphrased by me):

continue modernization, invest in infrastructure (roads, railways, digital), mobilize private capital to help, support technological industries (genetics, nuclear energy, data processing, traffic engineering), tax breaks for companies, 1996 planned for business tax reforms.

Family tax cuts, deductibles for individuals and families to be increased, more help to buy homes. Cut welfare and unemployment benefits, especially for job-refusers.

Internal dispute about fighting crime (CDU wants to install cameras and microphones in suspects homes, FDP against), coordinate more with other European countries.

New focus on EU, give EU parliament more decision-making powers, expand EU eastwards. Play bigger role in peacekeeping outside NATO boundaries (court rules that this is constitutional, but must be approved by Bundestag).

Basically foreshadowing the continuation of privatizations, the Hartz reforms that would pass in 2003-2005, and setting the ground for deployments in Kosovo and Afghanistan.

Coverage of the state elections that happened on the same night begins around the 29-minute mark.

Otherwise a nice little trip back in time to the mid-1990s.
