States are not organic entities. They may have been so in 1789, but the process for admitting states has guaranteed that they have no real difference.

In addition, all citizens should be represented equally. This is self-evident.

Ideally, no. The prevailing system makes the admittance of new states into the Union a far more delicate matter than it needs to be. I would strongly oppose any effort to turn the Senate into a smaller House of Representatives, however—far better to abolish it altogether.

Of course, Article V must give every reformer nightmares. U.S. Const. art. V ("Provided that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.") One work around would be to amend Article V first and then implement the forbidden measure. But better yet, just follow my advice and abolish the Senate altogether. No representation is equal representation, no?

In addition, all citizens should be represented equally. This is self-evident.

No. And any solutions that would just make the Senate more representative are redundant; better to do away with the thing entirely and maybe increase the size of the House to make up for it.

Of course, there is no reason why they shouldn't. The way to fix the Senate is to start by repealing the 17th amendment.

Germany has a seperate upper house for state representation called the Bundesrat. Although the votes given to each state are at least somewhat based on the number of residents in each state.

Yeah, by similar I meant where every state has equal representanion, regardless of the population.

Now that I think about it, doesn't the Australian Senate work that way?

Why should the states get any representation at all? In either house or senate?

However I admit that changing this will probably open a whole alot of issues that really shouldn't be opened...

I always thought it was funny that the federal gov't won't allow the states to set up their legislatures in any fashion other than one man one vote, while the US Senate still exists as is.
