This could be a way around any constitutional amendment concerning districts, and could just be quickly passed by the senate:


Pass a resolution that states control and area out into the sea, as in the map above.  By manipulating these borders, any state can be made to border any other state.  Besides, this is kinda what we're doing for Alaska and Hawaii anyway.

Alaska and Hawaii do require some degree of clarification, and the rules for territorial waters belonging to the states are fixed in US law at 3 nautical miles if I'm not mistaken. Redefining territorial waters is not something we should be doing haphazardly just to make election districts drawable. However it does make sense that we shoudl consider states to be contiguous if their territorial waters touch.  Note that by that standard Rhode Island is contiguous to New York.  The southwesternmost point of Rhode Island is less than six nautical miles from Fishers Island which is a part of New York.
