Wasn’t there a rumor that a Congressman from Indiana would do this to allow the local GOP to pick his son (a state rep) as his successor?

State Senator Debbie Mayfield was viewed as a Contender but with the Filling done so quickly she couldn't file.

I wonder if the law could be changed to make it so that incumbents that aren't running again must declare so at least one month before the filing deadline
