Condoms promote safe-sex, lube promotes "better" sex. You'll admit it's possible to have anal intercourse without lube, just uncomfortable. It, however, it not possible to have safe sex without using some type of birth control, condoms are the cheapest/easiest. Big difference, and enough to disqualify it from public funding in my eyes.
