I just took a peek today to see where things have moved the last few weeks. I have a couple of thoughts that I think mesh with comments from GM.

Civil disorder is an intentional part of the game, which is why it is covered in the rules. In material I read decades ago, the creators recognized that civil disorder affected the real Great Power activities in that era and could disproportionately benefit neighboring Powers. RL Russia was cited as an example.

The rules for a draw require that all surviving Powers agree and share equally in the draw. If a subset of Powers want to limit the draw to themselves, then they have to eliminate the other Powers before claiming the draw.

I have been too busy to play or judge this cycle, especially at a quick pace. I'm happy to see continued interest.
