Try to guess what 'the rule' (or rules) are which determine the color of a state.  For instance:

Q: What's the rule?
A: Every state, in alphabetical order, is alternatingly colored, starting with red.

Another way of doing it would be like this:

Q: What color should Indiana be?  Why?
A: Red.  It is the # state alphabetically, so it should be red.

All right, here are your first two questions:

1)

Red=?  Blue=? What's the rule?

2)

Q: What color should Utah be?  Why?

I don't think it has anything to do with spelling...

*bzzt* Incorrect for #1
*ding* Correct for #2

Now start guessing!

(BTW, with the 'what color should the state be?' question, I added 'Why?'... as otherwise it'd be too easy.)

1st map:
For all red states, the second letter is a consonant.
For all blue states, the second letter is a vowel.

Utah should be red!

All the states with an even number of EVs are Blue, all with an odd number are red. Utah has 5 EVs.

Unless it's an amazing coincidence, utah is Red.

What do the Red states have in common that the Blue don't?

They all have a direct tributary into the Mississippi (the Missouri in Montana & the Dakotas, the Ohio in Kentucky &... Ohio, etc.) or they have the Mississippi itself in/on its borders!

Treat each color (gray, blue, red) as its own:

Gray = ?
Blue = ?
Red = ?

(Note: some of this may be a little 'iffy'... you'll see what I mean if you do this right Wink)

Mine is probably impossible...I wanted to do a hard one and went a little over-board...it has to do with previous election results though...

So does mine Smiley
