Like Averroes said in the thread you made on this matter, they should compare them to Sio Bibble instead. I've never watched Star Wars, but I agree with his assessment.
[Bibble] is a man who:
- Loses all will to resist when the Trade Federation blockade cuts off communications
- Insists that Naboo do nothing to resist the invasion under the deluded belief that a stagnant and corrupt legislative body will save them
- Becomes a pawn in a scheme to lure the movie's heroes back to Naboo under false pretenses
- Later is seen expressing disbelief that the same dysfunctional interplanetary institutions have failed to hold the Trade Federation's leaders to account
