It's a PSINO (Presidential system in name only).

Is it presidential? I thought they were electing a figurehead.

That makes it even worse.

Not really. Many countries with power-less Presidents do it in a similar way. India, Germany, Albania, Israel, France until 1962 all come to mind.

But in Nepal, the election can be avoided altogether.
