One of the big issues is that student loan forgiveness is only tax-free until the end of next year. The American Rescue Plan Act made student forgiveness tax-free until the end of 2025, though President Biden does want to make that permanent.
I would look at what he has actually done and tried to do. The maximum of $20k in debt relief was only for those that received Pell Grants in college. In other words, for those that came from families with limited means. The max $10k was for everyone else. However, with both groups, it was only for those below a set income level. In other words, if you had Pell Grants, but managed to become an MD making $200k/year, the forgiveness was not for you.
He's trying some different things under the Higher Education Act, such as the SAVE Plan. Depending on income, that plan can result in the government paying the interest on your loans so that you don't keep falling behind even when you pay the minimum. It also offers full debt forgiveness for loans under $12k in 10 years (with incremental increases per $1k). It seems like that aspect of the plan is trying to community college free for that already attended.
