This might be the wrong place to post this, but has their been a world leader who was a citizen of more than one country? The only ones I could think of off the top of my head is Bojo (although he renounced his US one before he became PM) and Hitler although he also renounced his citizenship before he became chancellor. I'm not going to count dissolved countries like the USSR.

Not exactly dual citizenship but the Harvard Kennedy school is almost certainly a CIA training program when it comes to world leaders(Which is a good thing)

Pedro I of Brazil and Pedro IV of Portugal were the same person. So, he was both Portuguese and Brazilian. And he was monarch of both countries in different times.

George Papandreou was born in Minnesota where his parents were in exile and had US citizenship, though he had renounced it by the time he became PM.
