105th House of Representatives (1996)

Who's the independent in Missouri?

Jo Ann Emerson was too late to file for the Republican primary for the general election after her husband died, so she had to run as an Independent.

Interestingly though, she was able to run as a Republican for the special election to fill out the remainder of his term, which was held on the same day as the general.  She won both, of course.  However, she chose to serve out the rest of her husband's term as an Independent (caucusing with the GOP), despite being elected as a Republican, and then officially joined the Republican caucus at the start of the new Congres, despite being elected to it as an Independent.

and the reason why she couldn't have the Republican nod for the 97-99 election was that two frequent candidates were running v. Emerson, and when Emerson died, his name was removed and filing couldn't be reopened. She was able to be on the ballot as a Republican for the special election because party committees pick nominees for special elections in Missouri.

It happens a lot.  In 2010, IN-03 and NY-29 had specials on the same day as the general.  In 2006 there was NJ-13 and TX-22.  Even the special we've been talking about in MO-08 was accompanied by a 'double election' in KS-02 at the same time.

The issue here Antonio (and it's understandable to be confused about, since it's weird!) is that there is a period in the U.S. after the election when the members elected in the previous election still have their seats, and can indeed pass laws. So for example, if Congress meets in mid-November or December 2012, it will be the members elected in 2010 even though some of them might have just been defeated in early November 2012; the new members won't take their seats until January 2013.

Sorry, but it would be unconstitutional. The term of a Representative lasts for one Congress; someone can't be elected to two Congresses with one vote.

Sorry, but it would be unconstitutional. The term of a Representative lasts for one Congress; someone can't be elected to two Congresses with one vote.

Ed Markey was in 1976.

Is there any way you could do close up maps of Wisconsin throughout the years that you have? I am especially interested in seeing how Milwaukee was divided up before it was put into one district in the 00's.

I re-created the Milwaukee congressional districts for 1972-1982 using Dave's redistricting app:





I can get the partisan numbers for these districts as well, if you like.  Wink
