So what do we do when a moderator refuses to do their job?

One esteemed moderator - who takes themselves a little too serioursly (behavior analysis. Not an attack) - is not just refusing to address concerns; they're trying to force people to publicly apologize/"explain themselves" on an unrelated matter before they address the issue.
So we have one moderator who admits they're biased against defenders of one candidate and another who refuses to do their job until a poster apologizes to them publicly. I would appreciate if a fair moderator or Dave would reach out to me to solve this problem. This behavior is totally unbecoming of a moderator.

Phil, I am not refusing to do my job. If you come to me with a concern from something on the Off Topic / Forum Community boards, I will address it.
What I will not do is continue your old discussion until you answer my question. Nothing in my job duty says that I have to agree to hold a PM discussion with you on matters outside of my jurisdiction. I have been very clear: I will be happy to discuss your old discussion as soon as you answer my question, but I'm not going to let you start multiple battles, moving on when you realize that you've lost them, but refusing to admit that you're wrong, just so you can cherry pick a battle you think you can win. It's a waste of my time.
If you wish to discuss this matter further, I would advise you to post an answer to the question I posed in the thread on The Atlas Board.

of course we don't have 'rights', it's a privately owned website. the problem isn't rights. if the system set up was very open about its arbitrariness, inconsistency, etc I wouldn't have grounds to complain.
I complain because the system and its foot soldiers uphold this pretense of fairness, even application of the ToS, etc when all of this is demonstrably false... but even worse, they argue that this crap is necessary and is making the Forum better.

But this is precisely my point - it not only makes the forum worse, it makes it impossible to serve as a useful political forum. When people can't speak freely, there's really no point to speaking at all.

I have 10 infraction points, still holding over from ages ago. I deserved all of them admittedly, except the 1 I got for making fun of Americans over Braveheart. It was bit extreme to delete that.

I'm glad we don't have 1000 posts of benconstine clones defining Forum dialog, even though the Mods unsurprisingly see him as a model poster. how absolutely insufferable that would be. the infraction prone peoples: opebo, BRTD, jmfcst, me, Phil, are in significant part what make the Forum worth frequenting.

I'm never sure if this is well known, but infraction points disappear after a certain period of time. Though thhey still show up as counting until the next
update

I got 9/10 from outright insulting and swearing at people, hence why I deserved them.
I don't understand how Phil manages to get so many though - he's rarely written anything I've seen that seemed infraction worthy.
