Personally I think he was ethnocentrist, Francophobic a bit harsh. Not because he was ethnically prejudiced against French-Canadians but because his later campaigns ('65 in particular) were practically a parody of Red Ensignism. Which by definition was hardly a bicultural political creed.

Well, he did win a bunch of seats in Quebec. He certainly does fit the party name though, he was Progressive and Conservative.
