Currently drawing single-member constituencies of 90,000 to 110,000 residents (of all nationalities) in Germany.
As per the usual, I'm not drawing maps, but I will supply links.

Schleswig-Holstein

One thing that's immediately apparent is that Schleswig-Holstein has way too many municipalities, some of them ridiculously small. That's because (like most states actually) it maintains another tier between district and municipality, here called the Amt.
Clicking municipalities on the abovelinked map gets you the Amt they belong to, although it's a bit unfortunate they aren't mapped directly. The word "city" used here only for a district-level city. "Town" used for a small city or a municipality outside the Amt system.

Flensburg app. 98k City of Flensburg and town of Harrislee
Flensburg rural - Kappeln app. 91k
the former Flensburg rural district, minus Harrislee, plus town of Kappeln and Kappeln rural Amt
Schleswig app. 98k

That I am aware where the historical boundary was is due entirely to the fact that for some reason, municipalities in my other source for municipal populations (official government link that - pdf warning) were listed by them and only then alphabetically. Sadly the same wasn't also true for other districts.

Bremen
Keeping the state's boundary intact means having a district largely in Bremen but partly in Bremerhaven. Plus of course a Bremerhaven district and five Bremen districts.
Thing is, since Bremen city is 548k, not doing that means drawing five districts in the city while doing it means basically drawing six.
You know what, I'll do Lower Saxony first, and do Bremen when I get to western Lower Saxony.

Eh, it'll basically be linking inner suburbs within the city limits with directly neighboring outer suburbs. Probably not all that problematic although people will want an explanation why the numbers demand that etc. Also depends on how far out the district would go; if it goes way beyond the conurbation obviously that'd be more problematic. I'm sort of assuming a UK-style awareness of constituency boundaries here of course... Wink The Peine-Hildesheim pairing wouldn't be popular either.
