Massachusetts: April 26th

Democrats: 39 delegates
Roosevelt 58%-23 delegates
Smith 42%-16 delegates

Republicans: 34 delegates
France 54%-18 delegates
Hoover 46%-16 delegates

France tells voters "We did.  We won Massachusetts.  This race isn't over yet."

Pennsylvania: April 26th

Democrats: 60 delegates
Roosevelt 56%-33 delegates
Smith 44%-27 delegates

Al Smith drops out and endorses Franklin Roosevelt.  "We need a proven leader in the White House and that would be Franklin Roosevelt." said Smith.

Republicans: 57 delegates
Hoover 54%-31 delegates
France 46%-26 delegates.

After his win in PA, Hoover says "This race is still close but I feel that I am getting the momentum."

The Republicans are still having a hard fought race for their nomination.  Democrats presumably have FDR and Progressives presumably have George Norris.

Senator France then takes his campaign to Maryland, which votes soon.

Primaries up next: Maryland (May 2nd), Alabama, CA and SD (May 3rd).  France is expected to win his home state (Maryland).  France is campaigning hard in Alabama and Maryland.  He hopes to win Alabama as well.  (Note: there arent many delegates in AL for the Reps).

Senator France says "This race isn't over yet.  But we have to remember who got us into the mess were in-President Hoover."

Maryland: May 2nd

Republicans: 19 delegates
France 62%-12 delegates
Hoover 38%-7 delegates

France states "Thank you Maryland.  You've kept this campaign going.  Now lets go on to win in Alabama and hopefully do well in California and South Dakota."

Hoover states "I never thought I would win in Maryland.  This isn't that big of a surprise to me.  I will win at least 2 of the 3 states that vote tomorrow."


Alabama: May 3rd

Republicans: 7 delegates
France 59%-4 delegates
Hoover 41%-3 delegates

California: May 3rd

Republicans: 40 delegates
Hoover 54%-22 delegates
France 46%-18 delegates

South Dakota: May 3rd

Republicans: 17 delegates
France 56%-10 delegates
Hoover 44%-7 delegates

France said "This race isn't over with 3 wins in 2 days.  That's a great accomplishment and I thank all of you who are supporting me."

President Hoover is disapointed he only won one state on May 3rd.

Meanwhile, on the Democratic side, FDR is slamming Hoover and Republicans for not doing enough to help the economy.  "We can't afford another Republican President and another Republican Congress."  he said to cheers.

Franklin Roosevelt states he is considering having Senator James Cox as his running mate.

For the Progressives, Norris named Senator William Borah as his running mate on May 7th.

Back to the primaries.  Here are the total delegates:

Republicans:
Hoover-168 delegates
France-166 delegates.

It's still a tight race for the Republican nomination.  Hoover is fighting "tooth and nail" to get renominated.

Progressives will hold their party convention from May 13th-May 15th.

Republicans hold their convention from June 14th-June 16th.

Democrats hold their convention June 27th-July 2nd.

Meanwhile, on the Republican side, President Hoover and Senator France are still fighting for delegates.

On May 9th Governor Franklin Roosevelt anounces he will select Senator James Cox to be his running mate.  "Senator Cox is a great man and he's served this country well.  He will make a great Vice President." said Roosevelt.

Now we have: Roosevelt/Cox vs. Rep nominee/?? vs. Norris/Borah.

France 48%-24 delegates

West Virginia: May 10th

Republicans: 19 delegates
France 57%-11 delegates
Hoover 43%-8 delegates

Senator France said "This isn't over yet.  We're going to fight to the convention if we have to."  France is set to appear on the first day of the Progressive convention to make sure that if he doesnt get the GOP nominee that his supporters support George Norris in the election.

Progressive Party Convention: May 13th-May 15th

Senator Joseph France addresses the delegates "Some of you probably wonder what I am doing here tonight.  Well here's why, If I don't get the Republican nomination I want all of my supporters to support Senator George Norris and Senator William Borah for President and Vice President.  They stand with me on the issues than President Hoover ever will.  Let's go ahead and elect the Norris/Borah team.  Thank you."

Senator Norris is nominated on the 1st ballot.  He addresses the convention "Hello delegates.  Let's go out and show the Republicans and Democrats we mean business.  It's really the Republicans and Democrats who have got us into the mess were in.  Remember on Election Day vote for the right ticket: Norris/Borah."

The Progressives officially nominate Norris/Borah.

New Jersey: May 17th

Republicans: 34 delegates
France 54%-18 delegates
Hoover 46%-16 delegates.

Total delegates so far:
France-219 delegates
Hoover-217 delegates.

Now Senator France has more delegates at this point.  Oregon is next: May 20th.  Florida is June 7th.

President Hoover will be happy when this is over.  He thinks that Oregon is within his reach and Florida he will do well in.

Meanwhile, Franklin Roosevelt is campaigning hard.  "We can't afford another 4 more years of Republican control.  It would just be a catastrophe."

Republicans are getting ready for their convention in a month.  France hopes he can rile up the convention.  He wants to be the nominee so bad, at this point.

Senator France would like one more debate with Hoover before the convention.  "If America heres President Hoover and I in a debate again they will choose me over him.  That's what's happened before in past debates and primary results."

President Hoover says no to anymore debates for the primaries.

On May 18th Oregon Governor Julius Meier endorses Senator France.  "Senator France is a true leader.  He will make a great GOP nominee and a great President in 1932.  Vote for him on the 20th in the primary."

France thanks the Governor for his endorsement "I want to thank Governor Meier for his endorsement.  He's a great man and I am happy he's on my side."

President Hoover makes a statement "I am not too worried about this endorsement because for the most part they don't matter much and I will be renominated anyways."


Oregon: May 20th

Republicans: 21 delegates
France 51%-11 delegates
Hoover 49%-10 delegates.

France states "I won Oregon.  I am still the frontrunner for the GOP nomination.  Let's go on and win in Florida the remaining delegates.  I am taking this fight to the convention just so you know Mr. President."  (he gets screams for saying this.)

President Hoover "I am disapointed in this loss but it doesnt mean much as the convention is soon and I shall rack up delegates there.  I'm ready for a fight at the convention, if needs be."

Now onto Florida, where there aren't many delegates.  There are only 10 delegates in Florida and France hopes to win at least 7 of them.

Hoover goes back to Washington to start preparing for the convention and says Florida isnt that important at this point.

Vice President Charles Hughes states he's staying out of the GOP nod race at this point.  "I don't want to endorse anyone at this time."

On May 29th about 15,000 WWI veterans go to Washington to demand their military bonuses.  They demanded money based on the 1924 law which required they get certificates for service.

The House was planning on taking up this bill.  Meanwhile, the House is also debating the Revenue Act of 1932, which would place a tax on gasoline.

Florida: June 7th

Republicans: 10 delegates
France 56%-6 delegates
Hoover 44%-4 delegates.

Senator France comes out of all the primaries ahead of Hoover, in delegates, 236 to 231.  "We did it.  We're ahead of the President before the Convention."

Onward to the 1932 Republican National Convention.

1932 Republican Convention: June 14th-June 16th

The Republican Party goes into the Convention with a divided party.  Liberals and moderates support France while mostly conservatives support Hoover.

Former President Ford addresses the Convention "We must nominate one of these men to represent our party.  We can't have a divided party like we did in 1912 or we won't go anywhere.  Hopefully this Convention doesnt go on too long or the Democrats may have it."

Senator France makes a speech to delegates "Republican delegates lets move forward and nominate me for our nomination.  I am the only candidate who will get things done.  President Hoover won't get anything done.  That's just not right for a President who leaves the poorest of the people behind.  Let's go ahead with me on the top of the ticket.  Thank you."  (alot of cheers at this statement.)

Meanwhile, Vice President Charles Hughes spoke as the first night came to an end urging delegates "Let's get this process over soon.  We can't make us look worse than we are this election.  Let's figure something out.  Whether its a compromise or whatever.  Let's just find a candidate for President and VP soon because if we dont it's over."

Day 2: delegates vote for their party's nominee.  On the first five ballots neither of the 2 candidates have enough for the nomination.  By the time of the sixth ballot the delegates decide on Senator Joseph France as the Republican nominee......by 3 votes.

President Hoover wants to contest these results and have a revote.  Vice President Hughes states "Mr. President, what happened here tonight was the delegates choices and not your choice.  If we schedule a revote it could take days before we get a nominee."

Day 3: Senator France accepts the Republican nomination.  He selects Senator Charles Curtis of Kansas as his running mate.  France states "We did it.  We really did it.  We got the Republican nomination."  President Hoover states that if his supporters want to write him in they can but doesnt really endorse the idea.

Republican ticket 1932: France/Curtis.

FDR supporters pass out flyers stating "Can we trust the Republican Party?  They've been wrong on a lot of things so far."

The Revenue Act of 1932 begins debate in the House and ends up being 267-149.

Then the Democratic Convention comes up soon.


Democratic Convention:

The Democratic Convention isnt as exciting as the Republican Convention was.

Former NY Governor Al Smith makes a speech "We need Franklin Roosevelt everyone.  He's the best man we can have at this time.  Roosevelt and Cox will be the best team for America."

On the first ballot Governor Roosevelt is nominated for President and James Cox is nominated for Vice President.

Roosevelt addresses convention "Americans, we will help you when we win in November.  We can't really trust the Republicans.  Their not trustworthy anymore.  Lets get out there and win this election.  Thanks."

Democrats have Roosevelt/Cox.

Campaign trail 1932:

2 Debates have been scheduled in the fall:
1st: October 10th, 1932
2nd: October 20th, 1932.

Note: people invited to debate are Governor Roosevelt, Senator France, Senator Norris, Mr. Norman Thomas and William Foster.

Senator George Norris starts saying "We wouldnt be in this economic mess if Progressives were in charge.  Elect me President and we will really get this economy going again."

At the end of July, President Hoover finally endorses Senator France but France states "I dont need the baggage of the President so I dont accept his endorsement."  Hoover was horrified as were many conservatives.

Franklin Roosevelt gets right on this "Senator France did the right thing and not accept that endorsement."

France thanked Roosevelt and slammed Hoover "I want to thank Governor Roosevelt for his nice comment.  I appreciate that.  As far as President Hoover goes, he just needs to stay out of the lime light."

President Hoover puts an ad out on radio (which doesnt air much) "Can we really trust Senator France at this time?  He wont bring the base together.  I'm President Hoover and I approve this message."

Finally FDR comes out and says "The Republicans arent offering solutions their  just bickering between different Party factions.  People dont like to see that and it makes them less likely to pay attention to politics."

Meanwhile, Vice President Hughes resigns on August 5, 1932.  He states "I am really tired of this administration.  I had planned to serve my entire term but I just cant do that."

William Foster states "See what happens when the Government doesnt help out the people?  The Republicans havent really done much, of course neither have the Democrats.  Elect me, William Foster, as President of the United States."

Norman Thomas is campaigning and states "I think both parties have got us to where we are.  A Socialist President wouldn't forget about the lower class people.  My first act in office will be to give aid to the less fortunate.  I havent heard Governor Roosevelt or Senator France talk about this much.  Socialism is better than Communism and so electing Mr. Foster would make us worse off because under a Communist Government you dont have many rights.  Thanks."

First Presidential Debate: October 10th, 1932

Moderator: Robert Trout.
Where: University of Toledo


Trout: Hello everyone and welcome to the first Presidential debate of the 1932 Election.  Tonight we have with us Senator Joseph France of the Republican Party, Governor Franklin Roosevelt of the Democratic Party,Senator George Norris of the Progressive Party, Mr. Norman Thomas of the Socialist Party and Mr. William Foster of the Communist Party.  First question, what should be done about the economy and how do we get through this Depression?  Senator France go first.

France: First I want to thank Robert Trout and the University of Toledo for hosting this debate.  I also want to thank my 4 opponents for showing up.  Now as far as the economy, I would help those in need.  Norman you said I didnt talk about it much well tonight you will hear what you wanted to hear from me. Anyways, the people at the bottom are mostly the ones in need.

Trout: Mr. Thomas did you want to respond to the Senators statement?

Thomas: Yes I would.  I havent heard him or Governor Roosevelt address the issue much.  Thats what happens whn your a Democrat or a Republican, all you care about is yourselves.  Now I am glad that there are 3 other parties you have an option to choose from.  Anyways, I also want to thank both you and the University of Toledo.  I would stand up for the poor more than anyone else would.  The poor are the ones that need the assitance now not the rich or super rich people.
 
Trout: Alright Mr. Thomas.  Up next Governor Roosevelt.

Roosevelt: I too want to thank everyone for coming tonight.  It's a great honor for all of us to be here.  It seems so far we all agree that we need to help the poor at this point.  Helping the poor is a must for our country as well as getting out of the mess we're in.  We need to stop helping big businesses and corporations.

Trout: Alright Governor.  Next will come Mr. William Foster.

Foster: I appreciate for being invited to debate tonight.  One of the first things I would do should I be elected President is have the Government buy everything and own it so we can get on a better track than we are now.  I dont believe that any of my opponents, with the exception of Norman Thomas and Senator George Norris to an extent, would do that.  If the Government owned most of the industries we would be in a better situation than we are now.

Trout: Thank you Mr. Foster.  Now Senator George Norris.

Norris: Well, it's a great pleasure to be here tonight in this debate.  In answer to your question, yes we do need to help the poor and get this economy going again.  The Democrats and Republicans havent done that as far as I've seen.  I plan to create more jobs and help the homeless.

Foster: I believe that it should be overturned because look at where it has got us.  People are doing it illegal now that they cant have it.  Thats what happens sometimes, you take something away from someone and they want it back so bad they will do anything to get it.

Trout: Senator Norris.

Norris: As far as Prohibition, I believe it should be overturned too.  We need to get rid of it.  It doesnt work.

Trout: Alright Governor Roosevelt.

Roosevelt: as I have said throughout this campaign I am against Prohibition.  It's just that simple.  You cant have your freedoms taken away from the Government.  Thats something that Mr. Foster should know about.  He's flipped flopped on this issue and Communism controls all government so his answer doesnt go with his partys platform.  But anyways, yes repeal it.

Trout: Alright Mr. Thomas.

Thomas: Tonight we seem to agree that we need to take out Prohibition of liqour.  Like Mr. Foster said people aren't going to be going for the alcohol all the time when its overturned.

Trout: Finally Senator France.

France: Repealing Prohibition is one of my top issues in this campaign.  Let's get it done.

Trout: Alright, whats everyones plans for their first month in office?  Go ahead Senator Norris.

Norris: In my first month I will create jobs and make sure America's moving again.  Creating jobs in America is what America's all about.  The Progressives will stand up to companies to help create jobs.

Trout: Alright, Mr. Foster.

Foster: Alright, in my first month I will concentrate on making the Government step in more than it has been.  Under a Foster administration Americans will be better off than they have been in the past 100 or so years.  Just remember the Government is here to help you not hurt you like the Democrats and Republicans want you to believe.

Trout: Next, Governor Roosevelt.

Roosevelt: Let me say, a Roosevelt administration will be great compared to the Hoover administration and the Republicans.  The Republicans have been in control of Congress and the White House for almost 10 years now.  Republicans just dont get it.  Mr. Hoover doesnt get it.  I also think the Government should step in but not as much as Mr. Foster wants to jump in.


Trout: Alright, Mr. Thomas and then Senator France.

Thomas: I believe that in my first month that the Government will step in and help out the little people.  Their the most important in America.  They are the people that help make up this great country.  Lets help the lower class.

France: In my first 30 days in office I will stop the laisezz faire form of Government performed by the Hoover administration.  President Hoover hasnt done much for this country.  It's a great country that we have and President Hoover ruined it and we have to fix it.

Trout: Alright, now we will go to our closing statements.  Go ahead Mr. Thomas.

Thomas: Alright, thank you Rob for moderating this debate tonight and want to thank the University of Toledo for hosting this debate.  Now voters, remember, it's a terrible time here and all we need to help the little people.  Helping the poor is the right thing we need to do.  Thanks again.

Norris: Yes I to want to thank all of you for coming tonight.  America needs new leadership.  We cant have this country run by Republicans and Democrats.  We need Progressives in office and I am the man to run this country at this time.  Vote against the big 2 corporate parties.

Foster: I want to thank you for inviting me tonight.  One thing I want you all to remember, a Foster administration will care for you all.  I am the only one up here who will care for you.  Helping the Automotive industry is one of the issues we need to do.  If we aid them they can create more cars.  Thanks again.  Bye.

France: Alright, thanks to everyone here tonight.  I just want you to know that I am not the kind of Republican the current President is.  I will have the Government get hands on.  Without it we will be no where.  Thanks again.

Roosevelt: What this country needs now is a New Deal.  We will have a New Deal when I am President next year.  Thats all I have to say except for thanking you all for participating tonight.  Thanks Robert and the University of Toledo.

Most people polled loved Roosevelt and his answers.  Meanwhile, Senator France is trying to convince voters he's not the "typical" Republican like the President.

All 5 candidates are getting ready for their second debate on October 20th.

Norman Thomas tells his supporters "I showed them all that I am to be taken seriously and I put them all to their own words.  Most of the time politicians cant be taken for their words.  They lie out their mouth."

That statement causes controversy among Roosevelt, France and Norris.

Norris states "Mr. Thomas isn't exactly right.  Politicians have been known to lie but thats not true of the candidates running now."

Roosevelt states "Mr. Thomas isnt right at all.  I try and tell the Americans what can be done and what will be done."

France states "I cant believe Mr. Thomas would say such a thing.  I wish he would apologize."

Norman Thomas said "I will not apologize because some politicians do keep things away from people."

William Foster keeps quiet during this.  He tells reporters "No comment" when asked.

The 2nd debate is tomorrow.  Thomas says he has some new zingers.

Trout: Hello Americans and welcome to the 2nd Presidential debate of 1932.  Tonight we have with us Senator Joseph France of the Republican Party, Governor Franklin Roosevelt of the Democratic Party, Senator George Norris of the Progressive Party, Mr. Norman Thomas of the Socialist Party and Mr. William Foster of the Communist Party.  First question goes to Mr. Thomas.  Now, Mr. Thomas, why did you make your little statement the other day about politicians?  He will answer first and then we can have rebuttals.

Thomas: Well first I want to thank Cornell for hosting this debate.  Now in answer to your question, I made that statement because its true.  Politicians dont always tell you the truth.  Not all do this but alot do.  They dont always keep their promises.

Trout: ok go ahead Senator Norris.

Norris: I too also want to thank Cornell as well as my opponents for being here tonight.  Now as far as Mr. Thomas goes, he has it mostly all wrong.  We try to do what we say but sometimes Congress doesnt always allow it to happen.  Some people in Congress are too far one way or the other to get this or that passed.

Thomas: So you're basically blaming yourself Senator Norris?

Norris: Not necessarily.  All I'm saying is that we cant get some things accomplished because of the veto power or fillibuster.

Trout: Alright go ahead Governor Roosevelt.

Roosevelt: Thanks to Cornell for hosting this debate.  Mr. Thomas is dead wrong with what he said.  Sometimes we just cant keep our promises because of this or that in Congress.

Trout: Senator France go ahead please.

France: Alright first I will give thanks to Cornell for having us all here.  Second, Mr. Thomas just made an outrageous statement.  It might be true as far as our President now but its not true as far as alot of other issues go.  I promise that if I am President I will be true to all Americans.

Foster: Thanks Cornell for having me and my opponents here tonight.  All Mr. Thomas was trying to do was put politicians to their word.  I have to agree with him to an extent.  Thats why we have elections because we hold our leaders accountable.

Trout: Second question, how do you plan to create jobs in our economy? Go ahead Governor Roosevelt.

Roosevelt: My plan is to lower taxes on the middle class and raise them on the rich.  All I have to say is some of these rich guys dont need all their money.  Just remember that we have a Republican President and he didnt do anything to help the economy.

Trout: Alright go ahead Mr. Foster.

Foster: We need to let the Government intervene.  If the Government doesnt do anything then we will be in a whole big mess.

Trout: Alright Senator France.

France: What we need to do is lower taxes for all Americans.  We cant have the Government get involved though.  I mean we can to an extent but not as much as Democrats and Progressives want.  I am not endorsing President Hoover's view though.

Trout: Alright Mr. Thomas.

Thomas: We do need the Government to help us out but we cant have the Government control everything like Mr. Foster wants.  We need to get back to the business of helping others rather than helping big businesses.

Trout: Now Senator Norris go ahead.

Norris: The first thing we need to do is compromise because if we dont then we may never get out of the mess were in.  So if we can compromise on something to create jobs that would be the best thing to do.

Trout: Third and final question, name one thing you wish to accomplish in your first term as President.  Go ahead Senator France.

France: Well in my first term I would accomplish is help the poor and the homeless.  This election is about change.  We cant have the politics of President Hoover governing us.  Thats just horrible.

Trout: Alright go ahead Mr. Thomas.

Thomas: The first thing that has to be done in my first administration will be caring for all Americans, especially the poor.  The less fortunate people are the ones who are hurting now just because the politicians havent kept good on their word.  I plan to be a President of all the people not just the priveledged few.

Trout: Governor Roosevelt.

Roosevelt: The one thing we need to do over the next four years is get out of this Depression were in.  My plan is to have a New Deal for Americans.

Trout: Mr. Foster.

Foster: Government involvement is the biggest thing that my administration would do.  We would get the government help our citizens.

Trout: Senator Norris.

Norris: Over the next four years, we will need to make our economy stronger than ever before.  We have the Democrats and Republicans to be thankful for the mess were in now.

Senator France "I want to congratulate the Governor on his win.  I had hoped to win but it didnt turn out that way.  Who knows maybe next time we can do it.  Thanks again."

Senator George Norris "This election didnt turn out the way we wanted but we did do better than 1928 and I am proud of that.  We showed Democrats and Republicans we mean business this time."

Mr. Norman Thomas "I never thought we could win but I never thought we would do this well.  Thank you supporters now lets go ahead and support President-elect Roosevelt."

House: 234 Dems, 191 Reps, 9 Prog, 1 Soc.
Senate: 47 Dems, 44 Reps, 5 Prog.

The Democrats now control both Houses of Congress and the Presidency.

Senate Majority Leader: Joe Robinson.

January 1933: Amendment for Presidential terms beginning January 20th instead of March 4th passed in Congress.  It will take effect in January 1934.

In early 1933 President Hoover gives his farewell speech "America, I was glad to serve you for the past 4 years. It's been fun as well as interesting.  I urge you all to support the President-elect.  Thanks again goodbye."

March 4, 1933 Governor Roosevelt is inaugurated President.  "Americans we are now on a new course.  We have a chance to have a New Deal for America.  Now, Vice President Cox and I will be commited to your values and helping you in this time of need."

Right away the 73rd Congress starts getting to work on legislation.  The Emergency Banking Act of 1933  was brought up and it passed the House 250-185.  Then within hours it went to the Senate and it passed there 53-43.

President Roosevelt signed the act into law on March 9th, 1933.  The next day the Economy Act of 1933 passed in the House 256-173.  Then late in the night it passed in the Senate 54-42.

Roosevelt told Americans "We are trying to lift the economy up.  We have passed 2 bills overwhemingly.  We can and we will get through this economic depression."

Over the next few months Congress passed more bills such as Civilian Conservation Corps Reforestation Relief Act of 1933, the Agriculture Adjustment Act of 1933, the Federal Emergency Relief Act, the Tennesee Valley Authority Act and the Securities Act of 1933.

All of these were passed overwhelmingly.  The first one was passed at the end of March.  the last one in the middle of June.

Two more Acts came before Congress went into recess.  They were the Glass-Stegall Act of 1933 and the National Industrial Recovery Act.


Congress now was in recess for a few months.
